The World Trade Organization announced in a Sept. 13 press release that Russia had formally joined the plurilateral Information Technology Agreement (ITA), a little over a year after acceding to the Geneva-based trade body. In its WTO accession agreement, Russia committed to take certain steps to enable it to join the ITA upon accession, but that process has lagged. U.S. Trade Representative Michael Froman pledged in his June confirmation hearing to ensure that Russia would accede to the ITA (Inside U.S. Trade, June 14).
