Designers and operators of cargo ships are increasingly concerned with losses resulting from liquefaction, the phenomenon in which a soil-like material is abrupdy transformed from a solid dry state to an almost fluid state. The International Maritime Organisation (IMO) oudines that liquefaction occurs when a "cargo (which may not appear visibly wet) has a level of moisture in between particles".
