Let me first of all thank The Fertiliser Association of India for inviting me to give this address. Let me make it clear at the beginning that I accepted this invitation purely in my personal capacity. Nothing that I say should be attributed to anyone except me and me alone and certainly not to the Government of India or any part of that. The reason I am saying that this is obviously because the issue of fertiliser subsidy (to put it mildly) is not just controversial, but a subject which in India is talked a great deal and ended up doing very little.
