摘要

The idea that policies of structural adjustment have to give way to a second wave of reforms oriented touiards upgrading the provision of public services, especially for the poor and neglected portions of the population, has become a consensus among policymakers in the major international and multilateral agencies,1 Decentralisation, pluraiisation of providers and user participation have been consensually pinpointed as the most appropriate measures to produce the desired effects. While official documents from these agencies specify with caution that no one single model will fit all and that different combinations of these measures should be utilised according to national specifications (World Bank 2003:10-18; flhmad et al. 2005; Slack 2007), littleattention has been given to the contextual politics of service delivery reforms.2
