Exxon Neftegas,operator of the Sakhalin-1 project,has received phase one approval from the Russian Federation for the Technical US Economic Substantiation of Construction (TEOC),permitting the building of the Sakhalin-1 phase one facilities leading to first oil production from the Chayvo field in 2005.
