Generally, when someone declines an invitation to join a society; any society, any old excuse will suffice. With rose societies, the truth or accuracy of an excuse is always secondary if the main message is, 'I don't want to.' And this is probably just as true for excuses offered by campaigners for new or renewed members. However, the basic 'I don't want to' as applied to recruiting misses the point. Recruiting is not about enhancing the life of the recruiter, but about changing the life of the new or renewed member for the better, sometimes even despite themselves. And, mostly, the excuses offered up for NOT recruiting are simply hokum.
