摘要

Variable-rate audio and video encoders, TCP-friendly congestion control, compensations for fluctuations in a delay time, and concealment of lost packets are essential to TV conferencing over best-effort IP packet communications. When the encoders use a variable-length coding algorithm, the bit rate is dependent not only on the coding parameters but also on input signals. Thus, it is necessary to adjust the coding parameters of the encoders so that the bit rate tracks the target value determined by the congestion control algorithm. We developed the requirement-and-error based distributed control method (REDiC), which can control all functions described above, and constructed a mobile Internet TV conference system using REDiC. We evaluated the performance of the system by using experimental networks and showed that the system can work well over both low-quality mobile networks and high-speed wired networks.
