The Lao PDR is one of the poorest countries where health services are sparse and challenging to access. Integration is an intellectual concept which leads to improved accessibility of care and quality outputs and outcomes. This analytical framework is formulated to assess not only the integration of the National HIV and TB programme with the general health system but also the integration of Global Fund HIV and TB portfolios within their respective disease programme in the Lao PDR. The data for the study was collected both from the primary as well as secondary sources. Primary data was collected by 35 qualitative interviews using the Systemic Rapid Assessment Toolkit (SYSRA), while secondary data through literature reviews published at a national and international level during the past 10 years. SYSRA proposed six health system functions: stewardship and governance, financing, planning, service delivery, monitoring and evaluation, and demand generation. All these are further subdivided into 25 elements for which the level of integration is classified as: Not integrated, Partly integrated or Fully integrated.
