摘要

The general flow, the basic principles to build an index system for regional scientific and technical innovation ability evaluation have been defined. Then, an index system for regional scientific and technical innovation ability evaluation have been presented with grey system theory and Delphi Method. A positive study with the 5 cities of south Jiangsu Province was done based on new grey cluster model based on mixed center-point triangular whitenization weight function. It is determined clearly that the innovation ability of each city belong to which categories of weak, moderate, good, and strong. The existing problems in innovation ability enhancement are pointed out. The research results can be used as reference for government run and allocate the innovation resources, and formulate innovation policy.
