Navigating the bumpy terrain between climate change rhetoric and action is a challenging task. Evidence continues to emerge of both lackluster performance and promising innovations. Yet international actors are discouraged. They cite Germany's spectacular push toward solar and wind power as part of that country's energy transition. But its emission reductions have stalled because the renewables have replaced nuclear (another low-carbon energy source) and its transportation sector still loves to power its fleets with diesel.
