UPASI had earlier submitted to Tea Board and Ministry of Commerce its detailed view on the developmental schemes implemented by Tea Board during the XII Plan period and had suggested for improvement. In our submissions, we have highlighted the issuessuch as mismatch between 5 year plan outlay for the schemes and annual allocation, on the annual allocation by the Government of India invariably was much lower than the outlay envisaged resulting in non-payment of incentives in time, thereby severely affecting the tea gardens in carrying out the developmental activities. We had also suggested revising the unit cost of replanting taking into account the increasing of production and to increasing the subsidy from 25% to 40% of the unit cost, waiving off20% export obligation under the QUPD Scheme and increasing the Orthodox subsidy etc. among others.
