Skipper charged in dumping of sandblasting waste

Federal authorities charged the captain of an Alaska fish tender with a misdemeanor violation of the Clean Water Act in connection with the dumping of 16,000 pounds of sandblasting waste into Sumner Strait.Under a plea agreement, Brannon Finney would plead guilty and be sentenced to probation and an $8,000 fine. She also would perform 40 hours of community service, make a $2,000 community service payment, and publish an apology. The agreement was subject to court approval.
