WASHINGTON — President Donald Trump on Oct. 11 announced that U.S. and Chinese negotiators had agreed on "a very substantial phase one deal" resolving some of the differences between the two nations on trade and producing what the president called the "the largest order in the history of agriculture." Mr. Trump asserted that as part of the deal, the Chinese agreed to purchase between $40 billion and $50 billion in U.S. farm goods annually, which he said was about two-and-a-half times China's pre-trade war annual purchases of American farm products. In exchange, the United States held back on raising tariffs on $250-billion-worth of Chinese goods to 30% from 25%, a hike that had been scheduled to take place on Oct. 16.
