FERC issued a final approval for the Williams Northeast Supply Enhancement (NESE) pipeline project in early May, a US$926 millior project to increase Transco pipeline capacity and flows heading into New York City and other northeastern markets. Two weeks later, the New York Dept. of Environmental Conservation denied a federal Clean Water Act 401 certificate for the project, casting doubt on the project's future. The key component of NESE is a new 23 mile (37 km) pipeline from the shore of New Jersey into/along the bottom of the Raritan Bay. The project includes upgrades to an existing compressor station in Chester County, Pennsylvania, and a new compressor station in Somerset County, New Jersey.
