The Russian Gas Society (RGO) has come up with a proposal for a na- tional oil storage system that could help Russia stabilize output during periods of low demand or while tak- ing part in joint production cuts. The strategic reserve is also being touted as a tool that could help Moscow hedge oil and gas revenues. Russia's current exact storage ca- pacities are considered a state secret, but officials admit that capacities are extremely limited, confined to national oil pipeline operator Transneft and the meager reservoirs and tank farms oil firms maintain at fields and refineries.
