Shipments of light oil products from Russia to Kyrgyzstan have been suspended after Moscow slapped export duties on deliveries to the former Soviet republic. Russia is believed to be trying to standardize export rules for all destinations outside the customs union it is setting up with Belarus and Kazakhstan. Reports suggest Moscow was also suspicious that Kyrgyzstan - which has hitherto not had to pay the export fees - had been re-exporting the products. According to a bilateral free trade deal, the products were subject to zero export duty provided Kyrgyzstan used them at home.
