The Mediterranean refning sector was already operating with excess capacity before the profound demand loss from measures to stop the spread of Covid-19. Italian refners are sharply cutting crude runs because of prolonged coronavi- rus-related restrictions. Seaborne crude deliveries fell by 120,000 b/d to 850,000 b/d in April, easily the lowest in recent years. Italy’s downstream sector contract- ed after the 2008 fnancial crisis, and refnery closures at Cremona, Venice, Rome and Mantova trimmed 325,000 b/d of capacity in 2009-14. But the remaining 1.69mn b/d of capacity had not been fully utilised for three years before the pan- demic. Seaborne crude receipts were just under 1.2mn b/d in the fourth quarter and the 2019 peak was 1.39mn b/d in September.
