Council's ruling is over-complicated

I must add my concerns regarding the Royal Pharmaceutical Society's guidance on the manufacture of methadone mixture.I must agree with both Martin Bennett(PJ,4 March,p263)and Andrew Moule(PJ,11 March,p291)that this process is not only overcomplicated but ill-conceived.The re-measuring and re-weighing of prepacked products will lead,at the least,to spillage and loss of powder within the pharmacy.How is this to be accurately accounted?
