Pham was off to buy breakfast in Boeung Tra Bek, a part of Phnom Penh that is notorious for heroin dealing, when a policeman on a motorbike beckoned him over. A heroin user for nearly 20 years, Pham thought he knew what that meant: incarceration for the next 3 months for rehabilitation.Pham moved off quickly but not quickly enough. Another policeman had turned up, grabbed his arm, dragged him over to the bike, and pushed him onto the saddle behind the driver. "They said 'if you try to run away we'll break your legs'. I said 'what have I done, why am I under arrest?' They said 'wait until you get to the station, then you'll know.'"
