Singapore—Thailand plans to move ahead with its 21st petroleum licensing round and will stick to its existing fiscal regime—the concession system—despite strong opposition from the kingdom’s National Reform Council. Thailand launched the licensing round last October in which it offered 29 blocks—six offshore in the Gulf of Thailand and 23 onshore. Companies have until February 18 to submit their bids.
