Washington—The State Department’s Inspector General may not complete its investigation into whether the agency hired a contractor with conflicts of interest to perform its environmental review of the proposed Keystone XL pipeline until the end of the year. But it was unclear whether this timeline would delay the State Department’s decision on whether the pipeline project can proceed. The State Department could not be reached for comment on whether it would wait for the IG investigation to wrap up before making its decision.
