Tokyo—Japan’s refining sector outages eased August 31 as Nansei Sekiyu restarted operations at its Nishihara refinery after the passage of Typhoon Bolaven and JX Nippon Oil & Energy got a green light from the Oita city fire department to restart its Oita refinery. Following Oita’s restart, expected over the weekend, Japan’s refining outages will decrease to 545,000 b/d, or 12.2% of total capacity of 4.48 million b/d, down from 781,000 b/d at the start of the week.
