Dubai-Egypt's oil ministry said May 2 it had signed a memorandum of understanding with two Chinese companies for the construction of a $2 billion, 30 million mt/year oil refinery. The refinery, which would be Egypt's largest, is to be built in two stages, each with a capacity of 15 million mt/year.
