Hong Kong—Chinese state oil giant China National Petroleum Corporation said November 20 that earlier in the week it had signed three memorandums of understanding with Sudan covering the expansion of the Khartoum refinery in the east African nation, upstream oil and gas projects and prepayment for crude supplies.
