New York-The US Energy Information Administration September 9 said it expects world oil consumption to grow in the fourth quarter compared with a year ago, the first such growth in five quarters. But the agency remained cautious in its September Short-Term Energy Outlook, noting first-half 2009 US oil consumption showed "one of the steepest declines on record" when compared to a year earlier.
