Singapore—China’s plan to reorganize its government institutions to promote energy security and conservation will be finalized this week, an official with the country’s top economic policy planner said late March 11. However, the formation of an energy ministry to head up the effort is unlikely to occur in 2008, the National Development and Reform Commission official added.
