Dubai-Gulf oil producing countries will end 2008 with considerable financial surpluses despite the dramatic fall in oil prices since their mid-2008 peak, with oil revenues in the Gulf Cooperation Council states expected to exceed $600 billion for the year and remain sizable in 2009, according to the December issue of the International Monetary Fund's Finance and Development publication.
