Los Angeles area refinery having trouble problems restarting following power glitch

At least one of several refineries knocked offline by a Sep 12 Los Angeles power outage was having problems restarting some units on Sep 13.However,the refinery glitches are "not serious" as far as the state's gasoline supply is concerned,according to a spokeswoman for the California Energy Commission.Downed refinery units are coming back online and,perhaps even more significant,the California Office of Administrative Law late Sep 12 approved an emergency regulation relaxing the state's gasoline volatility standards,said the CEC spokeswoman.
