The Japanese FTTH operators are not installing as much cable and are not signing up as many new customers per quarter as in previous years. Telecom industry officials in Japan have acknowledged that the country's earlier stated goal of 20 million FTTH subscribers by 2010 is now out of reach. The latest government data on subscribers showed 14.4 million as of year-end 2008, but the number of net additions per month was less than 250,000 in late 2008. But this slowdown is being more than offset by the activity in China. The three main telecom operators in China have all tendered for or begun building FTTB/FTTH networks to pass millions of subscribers per year.
