The Obama administration is seriously considering a second sale of crude oil from the US Strategic Petroleum Reserve (SPR), several sources in the oil market and in Washington tell International Oil Daily. The move would be an attempt to cool prices, make up for the loss of Libyan supplies, and meet rising demand during the second half of the year.
