eGovernment changes the structure and culture of public authorities, On the one hand, this is caused by internal reform processes in the context of the introduction of workflow systems for the electronic handling of administrative procedures. On the other hand, the public authorities present new services like information, communication or transaction services via the Internet nearly on a daily basis that result in a new quality of citizen services. Increasing emphasis is put on the use of interoperable services for the control and integration of institution and department spanning administrative processes.
