NPCA files suit against CA's AB 10X VOC fees

On Dec.14,the National Paint and Coatings Association (NPCA) filed a lawsuit in the Superior Court of California challenging the state's fee program for volatile organic compound (VOC) emissions authorized by legislative initiative AB 10X.The program was enacted by Gov.Gray Davis in March,2003.
