Caught by adverse winter weather and a surge in business, CSX Transportation is taking steps to improve service to its coal customers, who have been complaining throughout the first quarter. Chris Jenkins, senior vice president of CSX's coal service group, said the problems have been caused by several factors. "We were slowed by winter weather," he said. "Plus, we've been very busy. Our coal business is up by double digits in the first quarter compared to a year ago. We're stretched pretty thin. There's not a lot of slack capacity in the system. But we're working to improve. We had an improved month in March." Jenkins ticked off some of the actions the company is taking to bring up the level of service. "We're accelerating our 2005 locomotive purchases and bringing those forward to 2004," he said. "We're taking delivery of two years of locomotives in 2004.
