In this paper we consider the action (in the magnetic-zenith direction) of powerful high frequency (HF) radiation of ordinary polarization on the ionosphere F region. We deal with frequencies f_0 > 4f_(ce) (f_(ce) is the electron cyclotron frequency) of 1.7 GW equivalent radiated power. This action results in the appearance in the ionosphere of an artificial ionization layer. The layer descends with respect to the basic (unperturbed) layer at a rate of ~500 m s~(-1) down to the altitude, where f_0 ≈ 4f_(ce).
