Irregular Access to the Power Distribution Network in Brazil’s Residential Sector: A Delinquent Payment Problem, or the Quest for a Right beyond the Law

Clandestine residential consumers should not be rubber-stamped as criminals. Siphoning off electricity does not constitute an illegal action, but is rather the only alternative open to marginalized layers of society who rate electricity in their homes as a right to which they should have access.
