Russian society has relatively long been discussing not "new industrialization or the raw-material model" but the specific ways of implementing the current model of development. Despite the global financial crisis, a new technological wave is in the making today, and its backbone is production facilities related to nano-, bio-, info-, and other technologies. Economic predictions show that in a few years the world will start emerging from the global crisis owing to the growth of these new technologies. In the opinion of Academician S.Yu. Glaz'ev, a deputy secretary general of the Eurasian Economic Community, the transfer process must lead to a cardinal improvement in efficiency, primarily, in energy efficiency, which should be an order of magnitude higher at the new-wave production facilities than at traditional ones [1].
