CARB Releases Draft Plan to Reduce GHGs

The California Air Resources Board on Thursday unveiled a draft for the proposed plan that will guide the state on how to reduce greenhouse gas emissions to 1990 levels by 2020. While components of the "Climate Change Draft Scoping Plan" have been in discussion for some time, this plan compiles all the components. In November, the proposed plan will go before the Board, with the intent of developing the plan over the next three years before it is put into place in 2012.
