Western Europe calls for tougher targets as EC prepares climate proposal.

As the European Commission prepares to propose to emissions reductions targets on Jan. 22, ministers from some Western Europe's biggest economies have urged EU Climate Commissioner Connie Hedegaard to seek a cut of at least 40% from 1990 levels to 2030. "An ambitious greenhouse gas target of at least 40% domestic emissions reductions will be central to unlocking the tens of billions in low carbon investments we urgently need," read a letter signed by ministers of Germany, Britain, France, and Italy.
