摘要

Speculation is rife that Mozambique's LNG projects face lengthy delays. Low LNG prices and saturated markets, let alone the inherent risks of investing $30 billion in a remote, frontier setting such as the deep-water Rovuma Basin, would seem to militate against making big decisions just now. But the main protagonists, the US' Anadarko Petroleum and Italy's Eni, appear as keen as ever. For sure, there's less talk of definitive deadlines for final investment decisions (FID), and start-up is now expected post-2020, rather than in the 2018-20 window once mooted. Yet FTD-related activity continues. Whether that's largely ticking boxes — giving the impression of momentum — or the prelude to serious construction starting in 2016-17 should become apparent as interim milestones are reached in the coming weeks.
