International oil companies are pumping out "good" news in Nigeria to flag compliance with the spirit, if not the letter; of Abuja's demands that they eliminate flaring by 2009, supply more gas to the local market by 2010, and beef up the country's power sector. In late October, Total announced the launch of the upstream oil license 58 upgrading project, which calls for additional oil and gas production and capacity at its Obite gas treatment plant — just after Royal Dutch Shell began commissioning its new Okoloma gas plant and the first turbine of the Afam Independent Power Project. Both followed Exxon Mobil's September heads of agreement to develop a gas-to-gasoline project with Nigerian National Petroleum Corp. (NNPC) (WGI Sep.10,p5).
