Utility works in the highway - can we do better?

Highway authorities and utility companies are making good progress in finding better ways of working together, says CIHT Network Management & Operations Panel chair Steve Kent. One of the major challenges to overcome in delivering a functioning, effective local highway network is the long running disagreements between highway authorities and statutory undertakers which install and maintain extensive networks of buried pipes and cables usually buried beneath busy and fragile infrastructure.
