Parking changes provide traffic managers' tonic

New parking rules have been introduced through the Traffic Management Act, to make enforcement fairer for all and a means for reducing congestion, not raising revenue. From 31 March, any local authority that has been granted Civil Parking Enforcement (CPE) powers - and over 230 have applied so far - should be using parking enforcement to keep traffic flowing and not to raise money. The Government's stated aim in drafting the legislation was to introduce a parking system that is fairer for everyone -motorists, local authority and enforcement officers.
