In an effort to meet increasingly high demands of domestic cigarette manufactmers. leaf tobacco threshing and redrying enterprises in China, are all involved in a new-round of sweeping structural reform leading to the incorporation of larger, more competitive manufacturing groups. In early 2010, the State Tobacco Monopoly Administration (STMA) - the regulator of China's tobacco industry — officially put forward the target of "promoting cigarette production' to a higher level" as a policy guiding the development of the tobacco industry.
