FINDLAY, Ohio—Cooper Tire & Rubber Co. is facing a difficult end to 2011 as contract negotiations with unionized workers at its Findlay plant have left neither side willing to budge, and a labor contract at its Texarkana, Ark., plant is set to expire early next year.
