After a long and tortuous journey, the farm bill process neared the finish line in mid-May when the House and Senate approved the conference report for the Farm Nutrition and Bioenergy Act of 2008 by veto-proof majorities. The House approved the measure by a 318-106 margin, the Senate followed with an 81-15 vote, well in excess of the two-thirds majority needed in both houses of Congress to override an expected veto by President Bush. If the President does veto the bill, another round of votes will be needed before the Memorial Day holiday.
