The Department of Defense currently requires that servicemembers and civilian personnel performing mission-essential services in high-threat areas submit to mandatory anthrax vaccinations. More than 2.3 million military personnel have been vaccinated since the anthrax vaccine immunization program (AVIP) began in 1998. Department of Defense officials claim that AVIP is necessary to protect troops from military or terrorist attacks with weaponized anthrax. However, some servicemembers have refused vaccination, voicing concerns about side effects, efficacy, the need for multiple doses, and ongoing problems with the manufacturing process.
