Where is the manufacturing czar?

It is probably not a good sign when the Obama administration's newly appointed manufacturing czar skips a House hearing on a new manufacturing bill. Ron Bloom, the senior counselor for manufacturing policy, failed to show up at the July 14 hearing in the House Subcommittee on Commerce, Trade, and Consumer Protection, which heard testimony on the National Manufacturing Strategy Act (H.R. 4692). One can construe his absence in one of two ways: Maybe the appointment of Bloom, last seen as the architect of the administration's CM and Chrysler bailout, is window dressing, or maybe the White House simply doesn't think much of H.R. 4692, which, frankly, doesn't do very much beyond setting up a new steering committee and a separate task force to make recommendations to President Obama.
