When it comes to electrical transmission, it sometimes seems as though FERC is from Venus and state regulators are from Mars. Like an unhappy couple squabbling, federal and state regulators may see the same transmission system, but they perceive it very differently. Regulators at the Federal Energy Regulatory Commission (FERC) view the grid regionally, seeing it as a way to open power markets and offer access to independent power suppliers. State regulators focus more on end-use customers and on allocating costs so local ratepayers don't pay for regional assets with little local benefit.
