New ways of delivering the public health agenda - An evaluation of the Warm Homes, Healthy People 'Wrapped Up' project in Northamptonshire, England

The National Health Service (NHS) Public Health Directorate moved to the County Council in November 2011, in line with the policy change contained in the Government's 2010 Health and Social Care Bill, aiming to integrate public health and local authority in order to more efficiently deliver public health. The Directorate of Public Health submitted a joint application with Northamptonshire County Council (NCC) in November 2011, for a ￡320,000 share of a ￡20million national Warm Homes Healthy People (WHHP) funding available from English Department of Health (DH) to reduce excess Winter deaths during the 2011/12 Winter. Public Health led a core planning team of partners including Northamptonshire County Council, and invited expressions of interest from the seven Borough/District Councils, and voluntary sector, with a track record of positive, past working with those vulnerable groups. Primary third sector collaborating partners were Age UK, SERVE, and Northamptonshire Community Foundation.
