London-To some extent, the issue of whether or not OPEC will decide to raise crude production when ministers meet Sep 26 in Vienna is a pointless one, because unless the cartel has made a gigantic effort to reduce output since the begining of September, it is already producing some 1.85-mil b/d more than its 23.201-mil b/d ceiling.
